His Eminence the Most Revere nd Dom. David Bell was born on the 14 August 1970. He is one of 8 in a large Catholic Eire family. He was ordained a deacon and priest in 2002. He was ordained a deacon and later priest ' Sub Conditione' by a Roman Catholic bishop in order to secure validity of his Minor and Major Holy Orders in January 2006. David Bell preparing to Consecrate new Catholic Bishops) He was a former qualified NHS nurse; He later concentrated on studying civil law before switching to Canon and ecclesiastical law. He was ordained a deacon and later priest in 2002 after qualifying his study’s in Theology and Canon Law. He was years later re-ordained a deacon and later priest ' ad cautelm' in order to secure validity of his minor and major Holy Orders after finding out that his original ordaining bishop’s episcopal orders were invalidated in 1993 weeks after the consecration took place. Archbishop Bell was ordained a deacon and later priest ‘Ad Cautelm’ in January 2006 by Roman Catholic bishop Neville D Anderson, he was consecrated by His Beatitude, Most Reverend Dom Luis Fernando Castillo Mendez assisted by co consecrator 1; Most Reverend Dom Joanir Silva da Neves and co consecrator 2, Most Reverend Dom Josivaldo Pereira de Oliveria on the 15th July 2005 in Patriarchal Cathedral Church in Brasilia, Brazil. His Excellency Most Reverend Dom Neville Anderson was a convert to Catholicism; he was ordained a deacon and later priest by Archbishop Gow a Catholic Bishop in Australia who was consecrated by Bishop Justo Roque Gonzalez assisted by co-consecrators Bishop Frederick Aylward and Bishop Jose Villegas. Archbishop Neville Anderson was a former Church of England Minister for 20 years in Australia licensed by the Archdiocese of Melbourne. He was ordained a deacon by Bishop James Grant on 12.03.1984 in the Cathedral Church of St Paul. Later as a priest in the Cathedral Church of St Paul on the 10.02.1985 by Archbishop David Penman, Archbishop of Melbourne. There have been many disillusions and claims from many people enquiring as to who the ordaining bishop was of then Father David Bell as a Deacon and Priest. Due to such vast enquiries and to dismay such further enquiries His Eminence the Most Reverend Dom. David Bell has decided to release to all the name of his ordaining bishop as a deacon and priest. His Eminence was initially ordained a deacon and priest in 2002 by John Simmons but after much research found that John Simmons credential’s appeared to be fictious. However due to many pertaining factors not known at the time of / about John Simmons. His Eminence’s major orders as deacon and priest were repeated ‘Ad Cautelm’ by Most Reverend Dom. Neville D Anderson.   His Eminence, Most Reverend Dom David Bell was consecrated to the Episcopate by His Beatitude, Most Reverend Dom Luis Fernando Castillo Mendez on the 13th June 2006 being the feast of St Anthony of Padua in the Patriarchal Cathedral Church of Our Lady & Miraculous Medal, Brasilia. Brazil at the age 36. Father David Bell was consecrated to the Episcopate of the Catholic Church as Diocesan Bishop according to the Rites & Rubrics of the Pre Vatican II Roman Pontifical. Most Reverend Dom Luis Fernando Castillo Mendez was assisted by Co consecrators: 1, Diocesan Bishop Olinto Ferreira Pinto Filho (he was ordained a priest by Roman Catholic Bishop Carlos Duarte Costa on November 16, 1947. He was raised to the Catholic Episcopate on 1st May 1966 by H.E. Bishop Pedro dos Santos Silva; this bishop was consecrated also by H.E. Bishop Carlos Duarte Costa on 4 May 1956 as Coadjutor Bishop of Rio de Janerio) and co consecrator 2, Co adjutor Bishop Josivaldo Pereira de Oliveria (he was ordained a priest by H.E. Bishop Wanillo Galvao Barros this bishop was consecrated by Archbishop José Barbosa dos Anjos, on May 2, 1971, Bishop Josivaldo was raised to the Catholic Episcopate as Auxiliary Bishop of Rio de Janerio by Principal Consecrator H.E. Bishop Luigi Mascolo who in turn was consecrated in 1964 by Bishop Antidio Jose Vargas who was consecrated sacred bishop by Most Reverend Dom. Carlos Duarte Costa in 1946., Co consecrators was H.E. Bishop Luis Fernando Castillo Méndez and H.E. Bishop Victor de Tarso Sanches Pupo who was consecrated in 1965 by H.E. Bishop Pedro dos Santos Silva who was consecrated 4 May 1956 by Roman Catholic Titular Bishop Carlos Duarte Costa).Most Reverend Dom. David Bell was installed as His Excellency the Archbishop of London. Superior General. He was appointed later by Patriarchal Bull by the foresaid late Patriarch of Brazil as Secretary for Doctrine of the Faith. Brazilian Patriarchate. He was the first ever non Brazilian citizen of the church to be appointed such a senior position within the Brazilian Patriarchate. He assisted his beatitude in opening new churches and cathedrals throughout Brazil, ruling on difficult decisions within various countries over matters of disputes with bishops etc. Most Reverend Dom. David Bell spent many months going back to Brasilia, Brazil staying at the Patriarchal household at the invitation of the Most Reverend Dom Luis Fernando Castillo Mendez, he was consecrated sacred Catholic Bishop by the Most Reverend Dom Carlos Duarte Costa former Roman Catholic bishop of Botucatu , later appointed by His Holiness Pope Pius XI after his resignation was accepted as Diocesan Bishop of Botucatu to Titular Bishop of Maurensi. Most Reverend Dom David Bell has been leading the Roman Catholic Society of Pope Leo XIII (RCSPLXIII) for the past several years under the Episcopal College of bishop’s totalling 66 Most Illustrious Lords throughout various countries.RCSPLXIII are Roman Catholic Bishops of Vatican I, their Apostolic Succession is an unbroken pure Roman Catholic lineage from Simon Petrus through Chiesa Cattolica in Italia and Igreja Catolica No Brasil. Our Roman Catholic Bishops Vatican I outside of the Roman Catholic Church Vatican II are not only heralds, but custodians of the most ancient and powerful continuous spiritual lineage that still exists in Apostolic Succession from Vatican I.RCSPLXIII in various countries has thriving Cathedrals, Churches, University’s, Schools and Seminary’s. Most Reverend Dom. David Bell has a small team of senior bishops who travel from country to country representing the best interests of the society in intercommunion relations with other fellow Christian Churches. Most Reverend Dom. David Bell has con celebrated Mass at St Peters “Vatican” with His Holiness Pope Benedict XVI, His Eminence Cardinal Bertone, Cardinal Diswiz and many Roman Catholic Bishops Vatican II and many Orthodox priests and bishops in their respective Cathedrals / Churches in their respective countries. Most Reverend Dom. David Bell is a qualified solicitor of Canon & Ecclesiastical Law. Most Reverend Dom David Bell holds the following a BA, MA (Theology). D.Phil. JD and LL.D (law) not forgetting a ‘Honorius causa’ Professorship from Pius X University. Re: Excommunication latae sententiae—”reserved to the Holy See” (Canon 1382, CC 1983). The excommunication Latae Sententiae takes effect by the very act itself; it does not need to be decreed. In the particular case, the 1917 Canon Law inflicted only a suspension (“Ipso iure suspensi sunt, donec sedes Apostolica eos dispenaverit”—"They are suspended by the law itself, until the Apostolic See dispenses them” Canon 2370, CC 19171).
It is only since the Decree of the Holy Office of August 9, 1951, that the sanction of the excommunication ‘ipso facto’ most specially reserved to the Holy See was introduced for illegal Episcopal consecrations. It is confirmed that as the Most Reverend Dom. Carlos Duarte Costa ‘Carolum Duarte Costa’ resignation was accepted by the Roman Catholic Church Vatican I of his Diocese of Botucatu in 1937 by His Holiness; Pope Pius XI. Most Reverend Dom. Carlos Duarte Costa was appointed Titular Bishop of Maurensi as decreed in the ACTA APOSTOLICA SEDIS 1937. Most Reverend Dom. Carlos Duarte Costa was released from the Roman Catholic Church canon law from 1937. Therefore any further Roman Catholic Canon law of 1917 did not apply to him or any of his fellow bishops from there on. In addition the society uses the old liturgical books in Latin for the transmission of Holy Orders. RCSPLXIII uses the Roman Pontifical Pre Vatican II. All of His Eminence's documents issued by the Most Reverend Dom. Luis Fernando Castillo Mendez bears the signatures on the documents signed in front of them were witnessed by solicitors and government representatives of both the Brazilian Government and United Kingdom government. Most Reverend Dom David Bell was a close friend and confident to the late Most Reverend Dom Luis Castillo Mendez until the last moments of him having a severe heart attack and loosing unconsciousness in Hospital in late October 2009. Most Reverend Dom David Bell and several fellow bishops from the UK were with the Most Reverend Dom Luis Castillo Mendez hours before he passed away. The solemn celebration of the consecration to the episcopate of the Most Reverend Dom David Bell was photographed vigorously and recorded on to DVD for history records. The consecration rite and rubrics used was clearly the Roman Catholic Pontifical Pre Vatican II where there was particular attention paid throughout the ceremony which took place within the mass. There were three bishops present at the consecration according to the ancient Apostolic Canon I. Lets have a look at who consecrated the bishop -elect as principal consecrator & co consecrator's of the Most Reverend Dom. David Bell and their Apostolic Succession. 1. Principal Consecrator. Patria rch Dom. Luis Fernando Castillo Mendez was o rdained a priest by special licence on Thursday, August 10, 1944 by Roman Catholic Bishop Valentín Comellas y Santamaría. He left the Roman Church and joined ICAB. Reverend Father Castillo Mendez was consecrated a sacred Catholic bishop on 3 May 1948 by Principal consecrator Roman Catholic Titular Bishop the Most Reverend Dom. Salamao Barbosa Ferraz former Bishop of Sao Paulo who returned to the Roman Catholic Church and was accepted as a valid bishop by His Holiness Pope John XXIII, he was appointed as Titular Bishop of Eleutherna Eleutherna. Castillo Mendez was elected as Patriarch of the Brazilian Catholic Apostolic Church (ICAB).Diocesan Bishop of Brasilia. Brazil. 2. Co Consecrator.
