ICAB UK after Mass & talks in regards to Bishop Queen USA consecration on the 25.10.2009. IMPORTANT NOTICE. Upon a delegation of United Kingdom Bishops of ICAB UK visiting the new regime of ICAB under the new President. Bishop Josivaldo Pereira de Oliveira it was decreed at meetings by the President and his counsel; that any bishop consecrated from the year 2007 will have been consecrated prior to and during the consecration with conditions forbidding and not allowing them the authority to consecrate fellow bishops.
Therefore it was stated during the meeting that Bishop Andre Queen of NCAC USA was indeed consecrated "ad cautem" by Patriarch Mendez; assisted by now the "President" Bishop Josivaldo and Bishop Edson. However; any bishop consecrated by his hands that is Gubala, USA. Mbewe, Africa. and Beevers of the OCCE UK are not recognised as bishops by ICAB “Null & Void” and Universal Canon law. We are of the opinion that any such conditions placed on a bishop’s ordination / consecration would, in some manner, invalidate that ordination/ consecration. Either one is ordained/ consecrated with full power from the ordination/ consecration or he is not. Therefore; such conditions being applied prior and during the ordination/ consecration of a bishop is unlawful and would invalidate the ordination / consecration and raises questions of ministerial intent. “Intention on the consecrating bishop’s part to do what the Church does” (called ministerial intention). However, I could see the possibility that certain rights to exercise that power could be restricted after the ordination/ consecration by one with authority over the newly ordained/ consecrated. This would be much like certain restrictions (e.g., preaching) that could be placed on a priest by his bishop. Old Catholic Church in Europe statement of their our standing in Civil and Canon Law. In Civil Law we are an association of private persons expressing their human right to freedom of religion, expression of worship and religious custom; and trade as a registered private company limited by guarantee.As has already been stated, the CACE/OCCE is not subject to the Canon Law of the Roman Catholic Church. OUR OPINION & RESPONSE; It is interesting to note that we have to presume by the above statements that the OCCE is a limited Company and not an ecclesiastical entity; and that all if any congregation they have are customers purchasing / buying a service for which is not permitted by church law, this would be seen as simony, it also means that their hierarchy must be seen as Managers and its lower hierarchy as employees and not as priests and bishops by the Grace of God and the Holy Spirit, at best they have the same position as a main supermarket. Therefore; their alleged hierarchy are Bishops Limited. Canon Limited. Father Limited etc.

Press Release issued by Roman Catholic Episcopal Conference in Zambia. It should also be noted that since OCCE, CANC (USA) & CANC Zambia were effectively declared to be as "one church", declaring; "The ICABF joins the CANC, NCAC, and the CANCZ as one church" (August 2009) see CANC(USA) (http://www.catholic-canc.us/news.html), any such excommunication by Rome applies to them all. By the above statement from the Roman Catholic Church clearly implies that the OCCE/NCAC-USA are also excommunicated and have no standing as any type of eccesiastical entity - either in civil or canon law.
