Bishop Salomão Barbosa Ferraz †
We present to you the biographical story of Salameo Ferraz who was born in Sao Paolo Brazil in the latter part of the nineteenth century. As a Roman Catholic priest, in the 1930's, he left the Roman Catholic jurisdiction, to join with us. He was married and then consecrated as a coadjutor bishop by our sainted founder, Bishop Carlos Duarte Costa for ICAB. In 1958, Bishop Ferraz, decided to return to the Roman Catholic Church under Pope Pius XII, Vatican II.
He was never re-consecrated a bishop by the Roman Catholic Church, not even conditionally (sub conditione). He was even allowed to remain married !! By receiving Bishop Ferraz in this manner, the Roman Catholic Church thereby affirmed both de jure and de facto that the consecration he received by the hands of Archbishop Carlos Duarte Costa for his own society tehrefore; this showed that the Apostolic Succession from Archbishop Carlos Duarte Costa is valid.

He was an active speaker at all four sessions of the Vatican Council II , and was named titular bishop of Eleuterna in Crete by Pope John XXIII on May 12, 1963.It was in this capacity that he died in 1969. Pope Paul VI appointed him to serve on a working Commission during Vatican Council II, where he addressed the Council Fathers on several occasions. Upon his death, Bishop Ferraz was buried with the full honors accorded a Bishop of the Roman Catholic Church.

Bishop Orlando Moia † Another Bishop who decided to join to Rome after his consecration by the hands of Archbishop Carlos Duarte Costa was Orlanda Arce Moia of the NCAC in Chile. He was the 4th Bishop consecrated by Bishop Duarte Costa in November 1956 for ICAB, in the title of Bishop of Santiago of Chile, for the Chilean National Church. Bishop Moia left many years later from the National Apostolic Churches and was recieved by Pope John XXIII. Bishop Moia was never reconsecrated, not even sub-conditione and he was accepted has having valid Episcopal orders. Thereby affirmed both de jure and de facto that the consecration he received by Archbishop Carlos Duarte Costa was valid. He was nominated by Vatican II as Auxiliary Bishop to the Cardinal-Archbishop of Madrid, Spain. Bishop Moia died some years later. Other bishops who's Archbishop was excommuniacted along with themselfs for consecrations done without consent of the Holy Father.
Pope Benedict lifts excommunication of bishops ordained by Archbishop Lefebvre. Vatican City, Jan 24, 2009 / 09:20 am (CNA).- Pope Benedict XVI has lifted the excommunication of the four bishops from the Society of St. Pius X (SSPX) ordained by Archbishop Marcel Lefebvre in 1988 in a decision he hopes will lead to “real and final unity.”
A press release from the Vatican reveals that after dialogue between the Holy See and SSPX, represented by its Superior General, Bishop Bernard Fellay and his request in a letter on behalf of the other three bishops in the Society, Most Reverend Bernard Tissier de Mallerais, Most Reverend Richard Williamson and Most Reverend Alfonso del Gallareta, the Holy Father has decided to lift “the excommunication in which they had incurred twenty years ago.” The statement, released in Italian, recalls that because the Episcopal consecrations of June 30, 1988 were performed by Archbishop Marcel Lefebvre without pontifical mandate, “the four aforementioned Prelates had incurred the excommunication latae sententiae, formally declared by the Congregation of Bishops on date July 1st 1988.”
