Such actions by His Eminence; Cardinal Leme da Silveira Cintra; Archbishop of Sao Sebastiao do Rio de Janerio. Cardinal-Priest of Ss. Bonifacio ed Alessio would have been a direct violation against Roman Catholic Canon Law and the Papacy if he had associated and or communicated with Bishop Carlos Duarte Costa former Diocesan Bishop of Botucatu, later Titular Bishop of Maura if he had been Excommunicated or even Schismatic. Therefore; it can be stated that His Eminence; Cardinal Leme da Silveira Cintra gave in writing his authority for then Titular Bishop Carlos Duarte Costa to consecrate bishops and use his authority for full sacramental privileges. As a Cardinal 'Priest' and resident ordinary of the Roman Catholic Church by the above actions it is to be seen also as affirmed both de jure and de facto .
