ImageImageThe website that you have entered will go in to great detail of the truth behind the Roman Catholic Society of Pope Leo XIII pre Vatican II otherwise known as RCSPLXIII. His Excellency the Most Reverend Dom. Carlos Duarte Costa who was the former Vatican I Roman Catholic Diocesan Bishop of Botucatu. Later after Bishop Duarte Costa resignation as Diocesan Bishop of Botucatu was accepted by His Holiness Pope Pius XI in 1937, His Holiness appointed His Excellency Bishop Carlos Duarte Costa as Titular Bishop of Maurensi the website will also go in to detailed information of the late Most Illustrious & Most Reverend Dom. Luis Fernando Castillo Mendez.  Patriarch of Brazil, Bishop of Brasilia and his co- consecrator who assisted Most Reverend Dom. Carlos Duarte Costa the Roman catholic Titular Bishop of Maurensi who did on the 3rd May 1948 consecrate Most Reverend Dom Castillo Mendez. Young Bishop Castillo Mendez co-consecrators were the Most Reverend Dom Salomoa Ferraz, Diocesan Bishop of Sao Paulo.(right) (consecrated 15.08.1945 accepted & returned to the Roman Catholic Church under H.H. Pope John XXIII in 08.12.1959 as Titular Bishop of Eleutherna ) 2nd Co-consecrator was  Most Reverend Dom Antidio Jose Vargas Diocesan Bishop of Lages, Brazil (he was consecrated by H.E. the Most Reverend Dom. The episcopal consecration certificates of Most Reverend Dom David Bell was signed and sealed by the late Most Reverend Dom Luis Fernando Castillo Mendez who was his principal consecrator. Below are officials witnessing the signature's and seals of the Most Reverend Dom Luis Fernando Castillo Mendez Co-consecrator 1,  Most Reverend Dom. ImageMost Reverend Dom Neville Anderson, His Excellency, Archbishop of Ballarat  was also consecrated to the episcopate by principal consecrator Most Illustrious & Most Reverend Dom Luis Fernando Castillo Mendez co- consecrator 1, Most Reverend Dom Joanir Silva da Neves and co consecrator 2, Most Reverend Dom Josivaldo Pereira de Oliveria which took place on the 15th July 2005 in Patriarchal Cathedral Church in Brasilia, Brazil in presence of some 40 bishops.                                                                                                        

ImageRCSPLXIII, continues to exist legally, to incardinate its own priests and bishops as Roman documents from past years show that it has the right to do so, to carry on its important work for Imagethe preservation of the Catholic Faith.  In the absence of true seminaries throughout the Catholic world, it continues to form true priests according to the principles on which every seminary once operated, in traditional Catholic doctrine and piety. Here a principle more important than any canonical argument enters in:  Salus Animarum Suprema Lex, the salvation of souls is the supreme law.   His Excellency, Most Reverend Dom Carlos Duarte Costa knew that stopping his work would be contributing to the destruction of the Vatican I priesthood in time, and thus of the ancient Church, and to the loss of countless souls.  He, and the society, had the duty to continue.  Indeed, the work of Most Reverend Dom  Carlos Duarte Costa, Most Reverend Dom Luis Fernando Castillo Mendez,  Most Reverend Dom David Bell and Most Reverend Dom Neville Anderson and of our priests is not only continuing, but  is flourishing – "for the Catholic Church and His Holiness the Pope, for the honour of God and of Our Blessed Lord”.  The spirit of the society and the work of its members cannot be considered separately, since the former determines the latter.  RCSPLXIII, first of all, is a "Catholic Tridentine Church of common lImageife without vows," that is, its members live in communities (of at least two or three, in the smaller houses) as do members of other Religious Orders and Congregations, but they do not take public vows of poverty and chastity, as for example, monks and friars do. However, they do take a vow of obedience to the Superior General and his successors – their public declaration of their total loyalty and obedience to the Catholic Church and the Superior General, even to the point of surrendering their lives for the sake of the Faith.  Each country, composed of several houses, has a District Superior, and the whole Society has a Superior General with a council of advisors. Although RCSPLXIII also has Brothers and Sisters who aid its priest-members, it is above all a society of priests, and the spirit with which Most Reverend Dom Carlos Duarte Costa and Most Reverend Dom. Castillo Mendez wished the society to have, above all a total embrace of priestly vocation and spirit.  It is Priestly, in its unconditional fidelity to the Holy Catholic Apostolic Church.  Such a gift and ministry for the Lord was declared by Most Reverend Dom Carlos Duarte Costa 1937, by Most Reverend Dom. Luis Fernando Castillo Mendez in 2006 and our own Superior General also in 2006:   

"Our collaborators and I are not working against anyone, against any other persons or against any other institutions.  We are working in the Lord’s vineyard to construct, to continue what the Church has always done, and nothing else.  We are not linked with any movement, with any party, or with any organization in particular.  We are united only to the Roman Catholic Church, and we wish to continue the priesthood of the Roman Catholic Church.  Nothing else!"

ImageImageIt is Priestly, in its emphasis on the essential dignity and duties of the priest.  "The concern of the society," according to its Statutes, "is the priesthood and all that has a relation with it, and nothing which does not; that is, as Our Lord wished the priesthood to be when He said: 'Do this in commemoration of Me.”  The Holy Sacrifice of the Mass, instituted at the same moment as the Holy Priesthood, holds the central place in the life of every priest and member of the Church, along with the Sacraments and the Divine Office which are as a halo surrounding the principal act of the Sacred Liturgy.  Most Reverend Dom. David Bell, insistently reminded his spiritual sons that the Holy Mass is indeed the raison d'être of the priest, from which source alone his apostolate will draw its efficacy. It is Priestly, in its missionary spirit.   Members of the society normally exercise an active apostolate, nourished, of course, by a fervent life of prayer.  In every field of action and in every place, they seek to continue in every possible manner the mission of teaching, sanctifying, and guiding for which Our Blessed Lord – Himself Prophet, Priest, and King – instituted the priesthood, each of whose members should strive to be an alter Christus – another Christ. From these principles, let us pass to the consideration of the actual work of the society. We have seen the work of forming true priests represents the principal concern of the Catholic Church.  Thus a certain number of its members, once ordained, will be called to give their energies to this noble task, as professors and spiritual directors in the several seminaries which the society has already founded or will found in different countries of the world.

ImageThose whom their superiors do not designate for seminary work will find a place in one of the other houses or priories of the Catholic Church, where they will lead a common life of prayer and work together with another or several other members of the Church.  At the priory they will provide the true Mass and Sacraments, religious instruction for the faithful of the area, and preach retreats of the sort which bear great fruits of conversion and sanctification.  From there, their apostolate will also radiate to the surrounding catchment areas as they travel to administer the Sacraments, and encourage and instruct Catholics distressed by the present difficulties and challenges of the Church.  Thus they will dedicate themselves only to those activities which truly belong to the calling of the Priestly vocation: seeking at all times the salvation of these anxious, distressed and ‘lost’ souls. The Society is a Catholic CHURCH Pre Vatican II - Tridentine 'Vatican I Holy Orders'.  

Why we chose the name of RCSPLXIII.  

He is known for intellectualism, the development of social teachings withImage his encyclical Rerum Novarum and his attempts to define the position of the Church with regard to modern thinking. He impacted Roman Catholic Mariology and promoted both the rosary and the scapular. He issued a record eleven encyclicals on the rosary, approved two new Marian scapulars and was the first Pope to fully embrace the concept of Mary as mediatrix. He was also the Nuncio to Belgium. Papal Assistant. Charitable activities. He Defended the papacy Pecci defended the papacy and its claims. When Italian authorities expropriated convents and monasteries of Catholic orders, Imageturning them into administration or military buildings, Cardinal Pecci protested but acted moderately. When the Italian state took over Catholic schools, Pecci, fearing for his theological seminary, simply added all secular topics from other schools and opened the seminary to non-theologians. The new government in addition to the expropriations levied taxes on the Church and issued legislation, according to which all Episcopal or papal utterances are to be approved by the government before their publication. Archbishop Pecci aids the poor in Perugia . He more importantly organizing the First Vatican Council, Pope Pius IX announced an ecumenical council, which became known as the First Vatican Council, to take place in the Vatican on 8 December 1869, Pecci was likely to be well informed, since his brother Giuseppe had been named by the Pope to be one of the persons to prepare this event. In his last years in Perugia, Pecci several times addressed the role of the Church in modern society. Pecci defined the Church as the mother of material civilization, because the Church upholds human dignity of working people opposes the excesses of industrialization and developed large scale charities for the needy. (Hence we state Bishop of Vatican I because our orders from Bishop Carlos Duarte Costa is Vatican I not Vatican II and secondly Pope Leo XIII organizing Vatican I. The pontificate of Leo XIII was theologically influenced by the First Vatican Council (1869–1870), which had ended only eight years earlier. Leo XIII issued some 46 apostolic letters and encyclicals dealing with central issues in the areas of marriage and family and state and society  ImageMost Illustrious & Most Reverend Dom Luis Fernando Castillo Mendez. Diocesan Bishop of Brasilia, Brazil was the 4th Bishop to be consecrated by the Roman Catholic bishop, His Excellency, Most Reverend Dom Carlos Duarte Costa as principal consecrator in 1948 who was the Roman Catholic Titular Bishop of Maurensi former Diocesan Bishop of Botucatu. Catholic Bishop elect Most Reverend Dom. Luis Fernando Castillo Mendez was Co Consecrated by His Excellency, Most Reverend Dom Salamao Barbosa Ferraz. Bishop of Sao Paulo returned to the Roman Catholic Church Vatican II, he was accepted as a valid catholic bishop by His Holiness Pope John XXIII, he was appointed as Titular Bishop of Eleutherna . His Excellency Most ReverendImage Dom Ferraz served on all four councils of Vatican II.  Co-consecrator  2, Most Reverend Dom Antidio Jose Vargas Diocesan Bishop of Lages,(Brazil) consecrated also by H.E, Most Reverend Carlos Duarte Costa on the 8 December 1946 (Co consecrated by Most Reverend Dom. Salamao Ferraz accepted & returned to the Roman Catholic Church under H.H. Pope John XXIII in 08.12.1959. Appointed as Auxiliary Bishop to Cardinal Carlos Carmelo de Vasconcelos Mota. Archbishop of Sao Paulo. H.H. Pope Paul VI appointed him to serve on a working Commission during Vatican Council II, where he addressed the Council Fathers on several occasions. Acta Aposolica Sedis confirms installation of Bishop Salamao Ferraz).  Most Reverend Dom Luis Fernando Castillo Mendez founded the society as a Catholic faith 'Tridentine'  using the pre Vatican II Rites and Rubrics. Above to the left is a photograph of the Roman Catholic Bishop Carlos Duarte Costa former Diocesan Bishop of Botucatu, later Titular Bishop of Maurensi. He was consecrated a Roman Catholic Diocesan Bishop on the 8th December 1924 by His Eminence; Cardinal Sebastio Leme da Silvereira Cintra, Archbishop of Sao Sebastioa do Rio de Janeiro; Cardinal -Priest of Ss. Bonifacio ed Alessio.

 IMPORTANT FACTS NOT KNOWN.

There is actual evidence of the Most Reverend Dom Luis Fernando Castillo Mendez was in private talks for many years with the late Holy Father Pope John Paul II with a view of returning the Brazilian Catholic Apostolic Church back in line with the Roman Catholic Church. However before talks could be finalised His Holiness; Pope John Paul II passed away to his eternal reward. Most Reverend Dom Luis Castillo Mendez wished for the two churches to be united as a 'sui juris'. His love for the Roman Catholic Church Vatican II grew strong in his heart. He always remained a strong believer of Roman Catholicism especially now the differences which separated them in 1937 had been implemented over the years such as:

1. Catholic Church sacraments of communion open to all, even the poor of Brazil who were financially unable to contribute towards the church. 

2. Celebration of the Holy Mass and the administration of the sacraments in the vernacular language.  

3. Permission for clergy to marry. (Remember Bishop Salamoeo Ferraz was married when he returned as a bishop to the Roman Catholic Church) 

4. Abolition of auricular confession, replacing it with general or communitarian confession.

5. Distribution of the Holy Communion to the laity under both species of the consecrated Bread and Wine.  

6. Institution of the Permanent Diaconate for the married lay people.  

7. Celebration of the Holy Mass "Versus Populi", or either, facing the people, with the Sacrario detras of the Altar.  

8. Organization of a Council of Advice constituted of Bishops to govern the Church. 

9. Participation of the laypersons in the administration of the Word of the Eucharistic and the Evangelization.  

The requests made above by then the Diocesan Roman Catholic Bishop Carlos Duarte Costa in 1935 to 1937 were not accepted by the Pope of Rome during that time, but years later His Holiness, Pope John XXIII placed some into practice through Vatican Council II. Each Pope over the years at some stage implemented most of the above if not all of them. The society uses nothing but the Roman Liturgy and Rubrics pre Vatican II.

RCSPLXIII received its Bishop’s by the consecration of the Most Reverend Dom David Bell as Diocesan bishop and appointed the City of London and Most Reverend Dom Neville Anderson Bishop of Ballarat. Most Reverend Dom David Bell was appointed as Primus by the Most Illustrious & Most Reverend Dom Luis Fernando Castillo Mendez; he held until the late 2009 the position as the first ever non Brazilian Catholic Bishop to be appointed Secretary for Doctrine and Faith of the Brazilian Patriarchate.

The society was directly under the control and care of Most Reverend Dom Luis Fernando Castillo Mendez until his sudden death on the 29.10.2009. The society is governed by His Eminence, Most Reverend Dom David Bell as Primus / Superior General.  Most Reverend Dom David Bell was given a Patriarchal decree from Most Reverend Dom Luis Fernando Castillo Mendez in granting the society complete full authority / autonomy as Primus of the society.
